Writing paper for a conference

I am a student doing a UG course in electrical and electronics engg.
i have two queries;

1. Is it true that the first paper one writes(for a conference or a journal) takes the longest time???

2. Are all international conferences(pertaining to a particular area) treated the same(i.e will one get the same credit irrespective of which conference he/she presents the paper in??)
and does the same hold good for national conferences too??
