shortlisting of the universities

I am planning to give gre and toefl in dec last or mid jan.. first gre and then toefl with a break of one weak..A PERSON TOLD ME THT WE CAN REGISTER four UNIVERSITIES FREE OF COST WHILE REGISTERING THE EXAM. i wnt to know is this only for toefl or can we do this in gre also..n dnt know much abt this..so plz descibe this procedure....

2)now i dnt have any idea whom to shortlist..i am able to get gud score but cant pay the fees of private colleges..i wanna go for ms in engg management n my background is B.Tech in computer science and engineering with aggregate of 84%..my question is if i be able to score high...which uni should i shortlist for the ms i engg management course????

3)i want to know abt the seat avalability for dec and jan...but i am getting difficulty in operating the ets.org website????
