Applying for MS degree in US

My current CGPA is 2.64, my last year CGPA is 3.1.
My specialisation streams are : Solid State, VLSI, Embedded systems.
I am currently preparing for the GRE and hope to give the exam in the comin month. i.e. Dec 2009. Kindly give me the advice regarding the procedures and requirements needed for admission in an American University.

how to meet their demands, bank statement and stuff.

I also require a partial scholarship to the programme associated with my field of specialization.

Hello,

You are taking GRE in Dec but when do you plan to apply? For fall 2010 (Dec 2010) session taking the GRE in Dec would be late, so I assume you would apply for fall 2011 or spring 2011. And if that is the case maybe you can take the GRE a little later too, by say march april.
Your GPA seems on the lower side so that might hurt you a little, try to score good on GRE , more than 1300 1350 I would say. And try to focus on one field of specialisation instead of many since each of the mentioned fields has a different set of unis to apply to based on their rankings.
FIrst step would be to take the GRE and TOEFL well in time and simulatneously start shortlisting the unis you wish to apply to , based on their rankings (whihc you can find on a site called www.usnews.com) and also you can find suggestions on various discussion forums on how to shortlist the unis since that is the main task. Join www.edulix.com and go through the threads and discussions there, that should help alot, everybody needs to do that first.And also check out the site www.infozee.com, that would also provide you with some basic info.
When you are done with the shortlisting, target around 8-10 unis you should be applying to, also applying to each uni costs around 100$. The deadlines for sending your documents to the unis would be around dec-jan and you would need to send your official transcripts,letter of recommendations from your profs or boss, statement of purpose, a bank statement stating that you have enough funds (more than the I 20 form amount that is mentioned on each unis website). So ideally you should be done with arranging your all these docs by September October so that you mail it to them well in advance, it is always good if the docs reach them as early as possible.
And scholarship is not an easy task these days since the unis are facing budget shortages due to recession. So for scholarship you would need exceptional GRE scores and exceptional overall profile (your academic scores, recommendations, projects etc). Or I would suggest you can apply for a PhD program that might offer you some sort of funding.
